NCSO® / NHSA™

Northern Safety Network Yukon (NSNY) offers a path to earning one of two construction safety designations: National Construction Safety Officer (NCSO®) and National Health & Safety Administrator (NHSA™). These designations indicate that the individual has knowledge in various construction-related health & safety management skills and principles. When a person completes the NSNY program, they are ready to begin the career-long process of becoming an expert and leader in construction safety.




National Construction Safety Officer (NCSO®) Program

The National Construction Safety Officer (NCSO®) is a national program, recognized by the Canadian Federation of Safety Associations whose members are Provincial and Territorial construction safety associations throughout Canada. The NCSO® program will provide recipients with practical training in various construction safety management skills and principles. The primary objective of the NCSO® designation is to combine entry level safety training with the individual’s personal field experience. An NCSO® can be a valuable resource to management in the administration and implementation of a company’s safety program. This program is recommended for health and safety practitioners who wish to receive construction-focused training and to be recognized as an NCSO® in other provinces.

An NCSO® designation is considered to be an entry-level field position — individuals with this designation may or may not have extensive safety experience in the field.

Requirements for National Construction Safety Officer (NCSO®)

Step 1

Submit the registration form

Step 2

Complete the following courses:

Eleven (11) Compulsory courses:

Two (2) Elective courses:

Step 3

Submit three years of practical construction experience (refer to the attachments below)

Definition of construction field experience:

A construction worker (laborer or skilled construction tradesperson) working directly and actively in a construction field (i.e. residential, commercial, industrial, road building, pipeline construction, mobile equipment operations etc.); or; an individual who is directly and actively responsible for the supervision (i.e. site superintendent) or safety (i.e. site safety coordinator) of the construction worker, whom also works directly and actively in the construction field on a full time basis.

Step 4

Submit NCSO® application of training and experience (proficiency level) via submission AID form.

  • Site inspection form & Corrective Action
  • Minutes of a Toolbox/Safety meeting talk presentation
  • Hazard assessment & corrective action
  • Incident or near-miss investigation
  • Company safety program audit/action plan

Step 5

Complete NCSO® general knowledge examination

  • Upon completion of steps 1 through 4, an individual may apply to NSNY to write the final examination required to obtain the standing of National Construction Safety Officer™.

National Health and Safety Administrator (NHSA™) Program

The objective of the NHSA™ (National Health and Safety Administrator) program is to provide formal training for a person that takes part in the administration of a health and safety program but does not possess the minimum of 3 years construction field experience required to achieve the NCSO® (National Construction Safety Officer) designation. An NHSA™ can provide valuable assistance to employers and their NCSO®(s) in the implementation and administration of the company’s health and safety program. This certification indicates to employers that the participant has practical knowledge in various health and safety management skill and principles.

  • Upon completion of steps 1 through 4, an individual may apply to NSNY to write the final examination required to obtain the standing of National Health and Safety Administrator™.

If you have previously had your NCSO® or NHSA™ designation from another Province and are transferring to the Yukon, please fill out our Jurisdiction Transfer Submission Aid form and submit along with the required documentation to info@yukonsafety.com for approval.




Maintenance Requirements

As an NCSO® or NHSA™, you must maintain your designation every three years. To renew the designation, you will be required to meet the current standard. This may mean renewing a first aid course, maintaining your certified auditor status and additional courses, or submitting documentation confirming the practical application of your abilities

Requirements:

  1. Valid First Aid Certification
  2. Valid Health & Safety Committee (HSC)/Worker Safety Rep (WSR), Leadership for Safety Excellence (LSE), Return to Work (RTW) and Safety Auditor certifications

Professional development: engage in professional development in the previous three years (i.e., newly completed courses, safety meetings and conferences) in the field of Health and Safety Management.
